About

Shorezone planning and scenic assessment for Lake Tahoe

Basin Range is the Lake Tahoe front door for shorezone work: piers, moorings, lakefront residences, shoreline protection, and the site assessment those applications require. One practice.

Jan Brisco

Jan has been consulting since 1987 as Jan Brisco Consulting and has helped hundreds of lakefront owners with their projects. She specializes in due diligence for sellers and buyers of lakefront property, and in navigating the permitting process for residential, commercial, and public work. She keeps a strict privacy policy.

Aaron Souza

Aaron Souza is a city and regional planner whose professional work is private-sector advocacy in the Lake Tahoe Basin. He prepares applications for review by the Tahoe Regional Planning Agency (TRPA) and local agencies, and provides the scenic work those applications often need: visual assessments, photo simulations, GIS, and drone photography from the lake and underwater. He works on shorezone permits for piers, pier modifications, lakefront residences, and moorings, including how the project conforms with scenic regulations, and on the broader plan permitting around them.

He earned a B.S. in City and Regional Planning from Cal Poly San Luis Obispo. He interned in the planning departments of Chico, San Francisco, and San Luis Obispo, then permitted his own business and building design through planning, review, and construction. That mix is the point. He knows the application process, and he knows what it is like to sit on the owner’s side of one.

Where we work

We work in valleys, in the basin, and on the range. Lake Tahoe shorezone is our front door.
